Prioritize Scroll of the Hero of Cinder City over perfect substats. DEF%/Geo/CRIT, Recharge as needed. Levels then Skill improve damage, not buffs.
Weapons and conditions
Favonius Lance prioritizes team particles. Craftable Footprint of the Rainbow increases DEF and her damage.

Check that Kachina triggers a reaction with the Element you intend to buff. Consult Polearm stats and passives in the comparator; check in-game whether team Energy is the main shortfall. Keep the first planner target modest: a functional set can deliver the desired benefit before extensive level and Talent investment.
