When to use it : Reach 145 SPD in combat.
Revelry by the Sea increases ATK and then DoT damage for a Bleed-focused Luka that is not the primary breaker.
When to use it : Secure 2,400 ATK first; 3,600 is secondary to SPD and Effect Hit Rate.
